On the invitation of the office of Strategic Planning and Delivery (OSPD) of the African Union Commission, the Continental APRM Secretariat participated in the Third Technical Sensitization and Training Meeting on the Development of the AU-Wide Medium-Term Plan 2024-2028 (AU-MTP), from 1st to 5th October 2023 in
The core objective of the meeting was to review the current draft strategic plan documents and ensure consistency and alignment of the corporate scorecard of the AU-MTP 2024-2028 with the AU Results-Based Management Policy and M&E guidelines.
During the technical meeting, representatives from various AU departments and organs provided feedback on the draft plan, including the strategic objectives for the seven moonshots as well as associated Key Performance indicators (KPI) upon which performance will be measured. Subject Matter Experts also engaged in a process of setting annual targets for the selected Key Performance Indicators as well as highlighted key initiatives to achieve the proposed KPIs.
The following Strategic KPIs for the APRM have been proposed as part of the AU-Wide Strategic plan to be validated through AU processes:
- Percentage improvement in overall governance score on the continent, using the Governance Index;
- Number of Continental and Member State Governance Reviews; and
- Number of Continental and National Structures whose capacities to implement governance interventions are enhanced.
It is important to note that these KPIs are at strategic level and will inform the process of cascading to the APRM’s next strategic plan, to be developed for the years 2025-2029.
The Background on the AU-Wide Medium-Term Plan (2024-2028) is that through the adoption of Agenda 2063 in 2013, the continent has for the past ten years re-dedicated itself to the attainment of the Pan-African Vision of an integrated, prosperous, and peaceful Africa, driven by its own citizens, representing a dynamic force in the international arena. Efforts were made to achieve these through social and economic development, integration, democratic governance and peace and security amongst others.
An Evaluation of the FTYIP (2014 – 2023) was completed this year, and rated Agenda 2063’s First Ten-Year Implementation Plan as strong in Coherence, and Weak in Efficiency, Effectiveness and Sustainability. Based on these findings and lessons learnt, the draft Second Ten-Year Implementation Plan (STIP) was also completed earlier this year for approval by the AU Assembly at its next Ordinary Meeting in February 2024.
The development of the STYIP has enabled the definition of seven moonshots aligned to each of the seven Agenda 2063 aspirations. The moonshots are designed to realize the following desired results by 2033:
- Moonshot 1: Every AU Member State attains at least middle-income status.
- Moonshot 2: Africa is more integrated and connected.
- Moonshot 3: Public institutions are more responsive.
- Moonshot 4: Africa resolves conflicts amicably.
- Moonshot 5: African values are explicit and promoted.
- Moonshot 6: African citizens are more empowered and more productive.
- Moonshot 7: Africa is a strong and an influential global player.
