Workshop on Strengthening Institutional Capacities in Africa for Effective Implementation of the 2030 Agenda and Agenda 2063:
Follow-up to the 2023 SDG Summit
Senior policy makers and SDG/VNR focal points from selected African countries will gather in Cape Town for the 2023 African Peer Review Mechanism (APRM) and United Nations Department of Economic and Social Affairs (UN DESA) regional workshop on Strengthening Institutional Capacities in Africa for Effective Implementation of the 2030 Agenda and Agenda 2063. This marks the fourth workshop in a series of collaborative efforts to foster effective, accountable, and inclusive institutions in Africa at all levels. The workshop will explore strategies to enhance governance and strengthen public service delivery to implement both the 2030 Agenda and Agenda 2063. Participants will focus on empowering national and subnational governments in their efforts to improve multilevel governance and localize the SDGs and goals of Agenda 2063. Participants will also address key gaps and challenges identified by the United Nations Secretary-General and the African Union in their respective plans and draw insights from the 2023 Global Sustainable Development Report. Participants from various countries together with representatives from UN entities, experts from AU organs, civil society groups, youth representatives among others will convene in rigorous engagement and discussions in a bid to explore bold and innovative strategies that respond to the Political Declaration of the 2023 SDG Summit.
This workshop aims to achieve the following objectives and expected outcomes:
- Take stock of progress towards the SDGs and goals of Agenda 2063.
- Explore governance principles to implement the SDGs.
- Learn how to leverage high-impact initiatives identified at the 2023 SDG Summit to accelerate SDG progress.
- Exchange experiences on governance and institution building for inclusive societies in Africa.
- Identify ways to strengthen subnational institutions and multilevel governance.
- Engage with regional actors in sound policymaking.
- Develop action plans to address public sector capability gaps.

BACKGROUND:
UN DESA and AU/APRM have been working together since 2019 to enhance governance capacities in African countries, resulting in a comprehensive African Baseline Study on the CEPA principles. We have witnessed significant interest from African countries in applying these principles to strengthen governance, enhance policy coherence, and swiftly transition from SDG planning to implementation and leave no one behind. The workshop is timely, as it offers African countries an opportunity to review how the continent can strengthen institutional capacities and follow up on the Political Declaration adopted at the SDG Summit, that was held under the auspices of the General Assembly in September 2023. The Summit reminded us that the SDGs are in deep trouble, with countries across the world grappling with intersecting and compounding crises that include a cost-of-living crisis, climate change and conflicts. Africa, in particular, has been significantly impacted by these multiple crises, hence the imperative to come together and identify transformative actions to address these challenges. Further, it is equally imperative for Africa given that the first ten-year implementation plan of Agenda 2063: the Africa we want is down to a close and the current Second ten-year implementation plan (STYIP) of the referred continental agenda will be launched in February 2024.
