  1. BACKGROUND

The African Peer Review Mechanism (APRM) is an African Union (AU) organ headquartered in Centurion, South Africa, established in 2003 by the African Union Heads of State and Government with the primary purpose of fostering practices that lead to political stability, high economic growth, sustainable and inclusive development, as well as accelerated regional and continental integration. It seeks to rectify underlying deficiencies in governance and socio-economic development processes among Member States of the African Union.

The APRM covers six thematic areas: (i) Democracy and Political Governance; (ii) Economic Management and Governance; (iii) Corporate Governance; (iv) Socio-Economic Development; (v) State Resilience to Shocks and Disasters (SRSD); and (vi) E-Governance (EG). Participating States undergo detailed review processes, including consultations with government, the private sector, civil society, and other stakeholders, culminating in a peer review exercise at the level of Heads of State and Government.

Its core mandate is to:

  • Encourage the adoption of policies, practices, and standards that lead to political stability, high economic growth, sustainable development, and accelerated regional and continental integration.
  • Provide a platform for African countries to assess their governance performance transparently.
  • Facilitate peer learning, sharing of best practices, and the identification of capacity-building needs.
  • Support AU Member States in undertaking Country Reviews, Targeted Reviews, and Monitoring and Evaluation of governance reforms.

Within this mandate, Targeted Reviews enable the APRM to analyse specific governance sectors in greater depth - such as education, health, or public finance - based on the priorities of the Member State.

The Republic of Seychelles has requested a Targeted Review of its National Education System, scheduled for March 2026, to assess its performance, inclusiveness, comparative strengths, systemic challenges, and alignment with continental and global aspirations.

  1. OBJECTIVES

The consultants will support the APRM Targeted Review to achieve the following objectives:

  • Conduct a comprehensive desk review of policies, legal frameworks, institutional structures, and education system performance in Seychelles.
  • Analyse governance, financing, access, equity, quality, and relevance within the education sector, including learning outcomes and teacher management.
  • Identify systemic challenges, opportunities, and emerging issues impacting the education system, including digitalisation, inclusivity, and resource readiness.
  • Engage with a broad spectrum of stakeholders through field consultations to capture diverse perspectives, lived experiences, and ground-level realities.
  • Develop evidence-based findings and actionable recommendations aligned with national priorities, Agenda 2063, SDG 4, and CESA 16–25.
  • Contribute to the drafting, presentation, and finalisation of the APRM Targeted Review Report, ensuring coherence, quality, and methodological alignment with APRM standards.
  1. SCOPE OF THE ASSIGNMENT

Qualifications and Experience

The Consultant MUST have the following:

  • A Master’s degree in Education, Policy, Economics, Governance, or related fields.
  • A minimum of seven (7) years’ experience in the education sector analysis or governance reviews.

Professional Experience:

  • At least seven (7) years of progressive experience in socio-economic development, preferably in Africa.
  • In-depth knowledge of the African Union’s Constitutive Act and the APRM’s objectives, particularly in the area of Socio-Economic Development.
  • Broad understanding of international relations, African development issues, and other major collective initiatives relating to the relevant thematic area.
  • Extensive publications and experience related to socio-economic development, particularly within the African context.
  • Proven experience consulting for national, regional, or international institutions.
  • Strong project management skills and the ability to meet deadlines.
  • Excellent teamwork skills and the ability to work independently.
  • Fluency in English is required; proficiency in French or another African Union language is an advantage.

The APRM invites applications from eligible consultants to provide consultancy services under the education selective sub-thematic area. Selected consultants will be issued with a Terms of Reference.

Eligible consultants MUST indicate their interest by providing the following information and documentation:

  • A comprehensive curriculum vitae (CV) including:
  • Nationality;
  • Date of birth;
  • Proficiency in State Languages (spoken and written) among the AU official languages (English, French, Arabic, and Portuguese);
  • Gender;
  • Educational qualifications;
  • Professional experience, expertise, and references.
  • Proof of all academic and professional qualifications listed in the CV, provided through copies of relevant degree certificates.
  • Demonstrated broad knowledge of Africa’s development agenda, including socio-economic development reforms in Africa and globally.
  • Evidence of relevant publications.

Clarification requests received after this period will not be considered.

All eligible consultants shall be shortlisted in accordance to the AU Procurement Rules provided in the AU Procurement Manual (April 2024 version).
