The African Peer Review Mechanism is a voluntary acceded mechanism that is dedicated to the promotion of good governance on the African continent. The APRM has succinctly transformed its continental and global engagements to fulfil its mandate in accordance with the decisions of the AU Assembly to support tracking governance progress in Africa and support African countries in monitoring and evaluating governance aspects of Agenda 2063., guided by the reforms of the African Union since 2017. This transformation has been made possible by the support of a variety of partners including the United Nations agencies.
This position has been equally confronted by multi-faceted crises, including the consequences of COVID-19 on the effectiveness and overall delivery of civil service of African governments, rise of unconstitutional changes of governments across the continent and conflict-related issues. All these conditions led to slow progress towards the acceleration of the 2030 Agenda for Sustainable Development and Agenda 2063: the Africa We Want.
Good governance performance in most African countries remains off track, despite various recommendations offered in more than 30 governance reviews and various continental, sub-regional, and national-specific reports and capacity-building initiatives initiated by APRM and AU organs to assist in tackling issues including corruption, illicit financial flows, sound policy making and multi-level governance.
It is associated with a variety of socio-economic challenges, such as poverty, fragmented institutional modus operandi, corruption, unfair resource management, a fragile social compact with the African citizenry, and unconstitutional changes to governments.
The APRM-UN collaboration has been instrumental in the promotion of governance reforms in several countries including South Africa, Ghana, Sierra Leone, Egypt, Nigeria, Namibia, Zambia, and Uganda. Continental initiatives, such as the APRM-UNDESA program to expedite the implementation of the Principles for Effective Governance of SDGs and Agenda 2063, the APRM-UNOSSC partnership to institutionalise SSC in the African eco-system, and the enhancement of inclusive and consistent voluntary reporting on SDGs and Agenda 2063 through dedicated platforms, have demonstrated their effectiveness and successful outcomes in African countries, with the support of various development partners.
The APRM Multi-Stakeholder Dialogue aims to amplify the APRM role in fortifying governance reforms in a fragmented global order and a quivering continental context, in recognition of the aforementioned. It equally provides a platform for APRM and high-level representatives from the African continent and strategic partners to share insights on key priorities to improve governance eco-system in the continent as aligned with the Second Ten-Year Implementation plan of Agenda 2063 STYIP).
Objectives and expected outcomes
- Boost the APRM-UN conversation on the continent's governance issues, important governance trends, and priorities, particularly as they relate to Agenda 2063's Moonshot 3 and the AU's theme of the year.
- Disseminate key findings of the APRM flagship publications and continental projects, such as the third High-Level Forum on South-South Cooperation and the African Governance Report.
- Provide support for the APRM Strategic Plan 2025–2028 among development foundations, APRM strategic partners, and important stakeholders.
