Kenya Reaffirms Commitment to APRM Targeted Reviews on Youth Issues and Devolution

Nairobi – 28-30 January 2026 – The African Peer Review Mechanism (APRM) Continental Secretariat concluded an official mission to the Republic of Kenya aimed at advancing preparations for the country’s forthcoming Targeted Reviews, one on Youth Issues and the other on Devolution. The mission was led by the APRM Chief Executive Officer, H.E. Ambassador Marie-Antoinette Rose-Quatre, accompanied by Dr Rachel Mukamunana, Director of Country Reviews and Assessments, and Mr Germain Tshinu, Country Coordinator.

As part of the mission, Ambassador Rose-Quatre paid a high-level courtesy call on H.E. Dr Hon. Musalia Mudavadi, Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs of the Republic of Kenya. During the meeting, the Prime Cabinet Secretary reaffirmed Kenya’s strong commitment to the APRM process and expressed the Government’s readiness to work closely with the APRM Continental Secretariat to ensure the successful completion of the two Targeted Reviews by the end of 2026. He further indicated that Kenya would extend an invitation to the APRM to participate in the Africa Front Summit scheduled for May 2026, highlighting the country’s continued leadership in advancing Africa’s governance and reform agenda.

Ambassador Rose-Quatre welcomed Kenya’s sustained political support and commended the Government for its consistent leadership in promoting peer learning, accountability, and inclusive governance. She noted that the Targeted Review on Youth Issues will assess governance responses to youth unemployment, skills development, innovation, and civic participation, while the Targeted Review on Devolution will provide an opportunity to reflect on achievements, lessons learned, and emerging challenges in the implementation of one of Kenya’s most transformative governance reforms.

Earlier in the mission, the APRM CEO held a constructive meeting with Dr Bonface B. Makokha, Principal Secretary at the State Department for Economic Planning, representing the APRM Focal Point and the Cabinet Secretary for National Treasury and Economic Development.

The discussions helped lay a strong foundation for the mission and reaffirmed Kenya’s commitment to addressing youth-related challenges and ensuring effective implementation of the recommendations emanating from the Targeted Review Reports.

The APRM delegation also participated in a technical meeting at the AUDA-NEPAD/APRM Kenya National Office, which focused on the roadmap, methodology, and Terms of Reference for the two Targeted Reviews. During the meeting, the Chairperson of Kenya’s National Governing Council (NGC), H.E. Hon. Sospeter Odek Ojaamong, emphasised the readiness of national stakeholders to actively engage in the review process and proposed the organisation of a regional benchmarking workshop for Eastern African countries, drawing on Kenya’s County Peer Review Mechanism (CPRM) as a model for strengthening peer review at the sub-national level.

Ambassador Rose-Quatre expressed satisfaction with the mission's outcomes and reaffirmed the APRM’s full commitment to working closely with the Government of Kenya and all relevant stakeholders to deliver inclusive, participatory, and results-oriented Targeted Reviews that will support Kenya’s development priorities and contribute valuable lessons to the continent.
