Victoria – 5 May 2026 – The African Peer Review Mechanism (APRM) and the Government of the Republic of Seychelles launched a Targeted Review Mission on the country’s Education System.
Initiated at the request of the Ministry of Education, the review will take place from 4 to 15 May 2026, primarily on Mahé, and will extend to Praslin and La Digue. The mission commenced with a courtesy call on Ambassador David Pierre, Minister of Education and Human Resource Development, followed by a meeting with Ambassador Ian Madeleine, Principal Secretary for Foreign Affairs and Diaspora, representing the APRM National Focal Point. The delegation also held an audience with H.E. Dr Patrick Herminie, President of the Republic of Seychelles.
As the 40th African Union Member State to accede to the APRM in 2020, Seychelles is recognised as a champion of governance and of strong performance in education at both the continental and global levels. While acknowledging these achievements, Minister Pierre emphasised the need for the country to transition into a new phase, one that prioritises quality, performance, relevance, and sustainability within the education system.
During the audience with the President, Professor Olive Mugenda, Head of Delegation and Chairperson of the APR Panel of Eminent Persons, commended the Government for the strong political will demonstrated at the highest levels of leadership since the October 2025 elections. She emphasised the importance of national ownership of the review process, noting that its “sustainability and long-term impact will depend on strong national ownership and high-level political leadership.” In response, President Herminie reaffirmed Seychelles’ commitment to establishing and operationalising APRM national structures.
With the support of the Ministry of Education, the Targeted Review team, comprising officials from the APRM Continental Secretariat, a governance expert from GIZ, an international expert, and a national expert, engaged in extensive consultations with a wide range of stakeholders. These include educational institutions, sectoral ministries, regulatory and qualification authorities, non-governmental and civil society organisations, private sector representatives, and development partners, thereby ensuring an inclusive and credible process.
At the conclusion of this inclusive, collaborative, and forward-looking exercise, a comprehensive Review Report on Seychelles’ national education system will be produced. The report will identify strengths, highlight gaps, and unlock opportunities within the sector, which is a central pillar of the country’s National Development Strategy. Its recommendations will aim “to support the continued development of a modern, inclusive, and high-performing education system for Seychelles,” as emphasised by Minister Pierre in his remarks to the delegation.
