Windhoek – 20 April 2026 – The President of the Republic of Namibia, H.E. Dr. Netumbo Nandi-Ndaitwah, on 20 April 2026 at State House in Windhoek, officially inaugurated the 3rd National Governing Council (NGC) of the African Peer Review Mechanism (APRM), reaffirming Namibia’s commitment to democratic governance, accountability and sustainable development.
In her address, President Nandi-Ndaitwah noted that “today’s inauguration of the Third National Governing Council reaffirms Namibia’s commitment to strengthening the governance architecture as outlined in the Sixth National Development Plan (NDP6) and contributing to Africa’s Agenda 2063.” She emphasised the centrality of governance to development outcomes, stating that “If your governance is questionable, you will not succeed. Good governance is the backbone of any institution” and stressed the urgency of addressing youth unemployment through sustained, practical interventions.
Namibia, which acceded to the APRM in 2017, has completed the Targeted Review on Youth Unemployment (2019) and the Country Review Report (2021) and has presented its First Progress Report on the implementation of the National Programme of Action of the Targeted Review on Youth Unemployment to the 35th APR Forum of Heads of State and Government held in Addis Ababa, Ethiopia in February 2026. These efforts have positioned Namibia to contribute to one of Africa’s most pressing socio-economic challenges.
The newly inaugurated Council, chaired by Ambassador Wilfried I. Emvula, is mandated to lead Namibia’s Second-Generation Country Review Report, oversee implementation of governance reforms and strengthen monitoring and reporting on progress, including interventions aimed at addressing youth unemployment. The 3rd APRM NGC comprises Amb. Wilfried I. Emvula (Chairperson), Dr Roseta Nawases (Vice Chairperson), Ambassador Elia G. Kaiyamo, Dr. Betty K. Schroder, Prof. Esau Kaakunga, Ms Naita Hishoono, Ms Rosemary M. Nalisa, Mr Uhuru Dempers, Mr Hakusembe G. Hakusembe and Mr Salom N. Hei.
The President reaffirmed Namibia’s full commitment and support to the APRM processes and declared the 3rd National Governing Council duly inaugurated.
