Harare – 10 April 2026 – The African Peer Review Mechanism (APRM), in collaboration with the Government of Zimbabwe and the German Agency for International Cooperation (GIZ), successfully convened a National Programme of Action (NPoA) Development Workshop from 7 to 10 April 2026.
The workshop marked an important milestone following the Peer Review of Zimbabwe’s Targeted Review Report on Economic Governance and Management, serving as a practical continuation of the country’s engagement with the APRM process. The review was considered by Heads of State and Government during their 35th APR Forum held in Addis Ababa, Ethiopia, on 13 February 2026, thereby setting the stage for the workshop.
During the workshop, government officials, technical experts, and key stakeholders moved from recommendations to implementation. The focus was not only on refining Zimbabwe’s National Programme of Action, but on ensuring that it is realistic, prioritised, and anchored in existing national systems. In this regard, particular emphasis was placed on aligning the NPoA with the National Development Strategy II (NDS2), so that identified recommendations are integrated into ongoing planning, budgeting, and reporting processes rather than treated as stand-alone commitments.
Discussions were deliberately structured and hands-on, with participants working through the APRM recommendations in detail, mapping them against national priorities, interrogating institutional responsibilities, and costing proposed interventions. This process also involved developing a clear results and monitoring framework, aimed at strengthening oversight and ensuring that progress can be tracked in a transparent and consistent manner.
The collaborative nature of the workshop reflected a strong sense of national ownership. The Government of Zimbabwe led the technical deliberations, while GIZ provided targeted support to facilitate the process. This partnership approach helped to ensure that the emerging NPoA is both technically sound and firmly grounded in the country’s development context.
By the conclusion of the workshop, stakeholders had validated a costed NPoA and developed an aligned matrix linking APRM recommendations directly to NDS2 priorities. These outputs provided a coherent bridge between the findings of the Targeted Review and their practical implementation.
As Zimbabwe moves into the implementation phase, the NPoA is expected to serve not only as a response to the review but as a working instrument to support more effective economic governance, reinforce institutional accountability, and advance the country’s broader development objectives. The formal launch of the Targeted Review Report, together with the NPoA, will be announced in due course.
