BACKGROUND

The African Peer Review Mechanism (APRM) is a mutually agreed instrument, voluntarily acceded to by African Union (AU) Member States, serving as a self-monitoring mechanism to promote good governance. One of the APRM’s key instruments is the Targeted Review, which focuses on specific issues of concern in a given country, as identified by the Member State or the APRM.

In recognition of the critical role of youth in sustainable development, peacebuilding, and economic transformation, His Excellency President William Ruto made an announcement at the 3rd Extraordinary Summit of the APR Forum of Heads of State & Government and the 34th ordinary session of the APR Forum indicating the Republic of Kenya’s readiness and willingness to undertake a Targeted Review on Youth Issues in 2025. The detailed insights shared by His Excellency underscored Kenya’s proactive approach in addressing governance challenges, enhancing institutional frameworks to achieve sustainable development, and prioritising legislation to anchor the APRM in an Act of Parliament, in an effort to strengthen the institution. This commitment reaffirms Kenya’s leadership role within the APRM and its dedication to fostering transparency and best practices across governance domains. Against this background, the APRM, through this initiative, seeks to identify the main challenges facing young people and to propose actionable policy recommendations to enhance youth inclusion, empowerment, and development.

 

OBJECTIVES

The main objective of this consultancy is to conduct a Targeted Review on Youth Issues in Kenya under the framework of the African Peer Review Mechanism (APRM). This review will serve as an in-depth, evidence-based assessment of the status of youth in Kenya across key dimensions, including governance, economic empowerment, social inclusion, education, employment, health, political participation, and security. The consultant will evaluate existing policies, institutional frameworks, and initiatives targeted at the youth population, while also identifying the structural and systemic challenges that hinder their full participation in national development. By engaging stakeholders at national and grassroots levels, including youth-led organisations, government bodies, and development partners, the consultant will gather diverse perspectives and insights to inform the review. The final report will provide strategic, actionable recommendations that align with national priorities, the AU Agenda 2063, and the Sustainable Development Goals (SDGs), with the aim of influencing policy reforms and catalysing impactful programmes that empower the youth, enhance their civic engagement, and contribute to long-term peace, stability, and inclusive growth in Kenya.

The duration of the assignment is estimated at sixty (60) days, including field days, starting from the date the contract is signed. In consultation with relevant staff at the APRM Continental Secretariat, APRM National Secretariat and other stakeholders, the consultant shall prepare and submit the following on the 14th day from the date of the contract:

  • The Structure/Framework of the Report, a PowerPoint Presentation and the Key Highlights Paper on the theme and submit the three documents on the 14th day from the date of the contract.
  • Prepare and submit a Zero-Draft Report, a PowerPoint Presentation and the Key Highlights Paper on the 28th day from the date of the contract.
  • Prepare and submit the First Draft Report, a PowerPoint Presentation, and the Key Highlights Paper on the last day of the field mission.
  • Prepare and submit the Second Draft Report, a PowerPoint Presentation, and the Key Highlights Paper 14 days after the completion of the field mission.

 

QUALIFICATIONS & EXPERIENCE

The Consultant MUST have one of the following educational backgrounds, experiences and skills and MUST ATTACH THE RELEVANT CERTIFICATES AND TESTIMONIALS:

  • A PhD in Development Studies, Political Science, Economics, Public Policy, Sociology, or a related field with a minimum of 5 years of professional experience in youth development, public policy analysis, governance, or socio-economic research.
  • A master’s in development studies, Political Science, Economics, Public Policy, Sociology, or a related field with a minimum of 7 years of professional experience in youth development, public policy analysis, governance, or socio-economic research, or
  • Advanced university degree (master’s or PhD) in Development Studies, Political Science, Economics, Public Policy, Sociology, or a related field, with a minimum of 10 years of professional experience in youth development, public policy analysis, governance, or socio-economic research.

The APRM invites eligible individual international consultants to express their interest in the above-mentioned consultancy by providing the requisite information and documentation:

  1. A detailed curriculum vitae providing information on educational qualifications, professional experience, and expertise.
  2. Copies of all academic and professional qualifications, including relevant certificates and testimonials.
  3. A sample of a published report demonstrating writing and research experience and skills in Youth Issues.

All clarification requests will be published on the APRM website (www.aprm-au.org) and must be submitted no later than seven (7) days before the bid closing date. Clarification requests received after this period will not be considered.

Expressions of interest must be submitted via email to tender@aprm-au.org on or before 30th April 2026 at 12:00hrs (noon) South Africa time.

Only eligible and shortlisted candidates will be requested to submit a proposal and issued with detailed Terms of Reference (ToRs)

The short-listing and selection procedures shall be conducted in accordance with the African Union Procurement Manual, Version April 2024.
