The APRM Concludes a Successful Mission to Egypt in Pursuit of Good Governance, Peace and Development in Africa

Aswan/Cairo – 27 October 2025 – A delegation of the African Peer Review Mechanism (APRM), led by H.E. Ambassador Marie Antoinette Rose-Quatre, Chief Executive Officer, participated in the fifth edition of the Aswan Forum for Peace and Development, held in Aswan from 19–20 October 2025 under the theme “A World in Flux, A Continent in Motion: Navigating Africa’s Progress Amid Global Shifts.” The Forum was organised by the Cairo International Center for Conflict Resolution, Peacekeeping and Peacebuilding (CCCPA), in collaboration with the African Union and several international partners.

Ambassador Rose-Quatre joined policymakers and experts in a spotlight session titled “Reparative Economies: A Pathway to Inclusive and Sustainable Peace” organised in collaboration with the Open Society Foundation. In her intervention, she highlighted the APRM’s efforts to enhance Africa’s representation in the global financial architecture through initiatives such as strengthening African nations’ credit-rating capacities and establishing an African credit rating agency. She also commended the Arab Republic of Egypt for convening this important platform and for maintaining Aswan’s role as a beacon of African thought leadership, South–South cooperation, multilateralism and solidarity.

On the margins of the Forum, the APRM and the CCCPA formalised their institutional partnership through the signing of a Memorandum of Understanding (MoU) aimed at anchoring good governance reforms within peacebuilding processes. The partnership seeks to leverage the two institutions’ resources and expertise to strengthen the capacity of African countries, in particular APRM active participating states, to implement governance review recommendations.

On this occasion, Ambassador Seif Kandil, Executive Director of the CCCPA, expressed appreciation to the APRM Continental Secretariat for initiating this collaboration and reaffirmed the Center’s commitment to supporting joint programmes on democratic governance, elections, women’s empowerment, and institutional strengthening for peace promotion across the continent.

In parallel with the APRM’s engagements at the Aswan Forum, Ambassador Rose-Quatre delivered a public lecture at the National Institute of Planning on the topic “APRM and Governance: Future Perspectives.” She presented the new APRM Strategic Plan and vision for fostering agile and anticipatory governance systems in Africa and highlighted key outcomes from the APRM Governance Review of Egypt, launched in February 2022. She commended the Government of Egypt for implementing significant economic and social reforms over the past five years to promote sustainable growth and social protection.

Furthermore, the APRM renewed its institutionalised cooperation with the National Institute for Governance and Sustainable Development (NIGSD). During discussions with the Executive Director, Dr. Sherifa Sherif, Ambassador Rose-Quatre reviewed the long-standing partnership between the two institutions in advancing effective governance principles, Agenda 2030, Agenda 2063, and women’s leadership programmes. Both parties agreed to extend their collaboration to new areas, including entrepreneurship and e-governance, for the benefit of African countries.

Ambassador Rose-Quatre also attended the AFREXIM Bank High-Level Conference in Cairo from 24 to 25 October 2025, held to honour outgoing President Prof. Benedict Oramah and welcome incoming President Dr. George Elombi.

On behalf of the APRM family, Ambassador Rose-Quatre congratulated the Arab Republic of Egypt for the successful organisation of the fifth edition of the Aswan Forum and expressed gratitude for the country’s continued support to the APRM Continental Secretariat and its National Commission in Egypt in fulfilling their mandate effectively and with impact.
