The APRM Leads Fruitful Engagement with Algeria to Revitalise National Structures on the Margins of the IsDB Annual Meetings

Algiers, Algeria – 18-22 May 2025 – The African Peer Review Mechanism (APRM) delegation, led by H.E. Marie-Antoniette Rose-Quatre, Chief Executive Officer (CEO) of the APRM Continental Secretariat, actively participated in the Annual Meeting of the Islamic Development Bank (IsDB), held in Algiers from 19 to 22 May 2025.

H.E. Rose-Quatre commenced her mission with a high-level meeting with H.E. Selma Mansouri, Secretary of State for African Affairs at the Ministry of Foreign Affairs. During this bilateral engagement, she briefed Ambassador Mansouri on APRM’s strategic priorities, including Algeria’s upcoming targeted governance review and the mechanism’s work at the intersection of peace, governance, and development at the continental level. In response, Ambassador Mansouri reaffirmed Algeria’s commitment to South-South and Triangular Cooperation and welcomed the APRM’s proposal to revitalise Algeria’s national APRM structures, particularly through the establishment of a National Governance Council and a National Secretariat.

This shared commitment was reinforced during technical consultations with the Algerian Economic and Social Council. Mr. Hassan Mahamat Ahmad, APRM Country Coordinator for Algeria, delivered an in-depth presentation on the national review process and outlined steps for institutionalising APRM national structures. Ms. Sara Hamouda, Governance Officer for Agenda 2063, stressed the APRM’s expanded mandate, particularly its support for monitoring Agenda 2063 and the SDGs, and efforts to strengthen youth and women’s participation in governance.

Prof. Mohamed Boukhari, President of the Council, expressed strong support for the APRM’s initiative and assured the Council’s full cooperation in the national review process. In this context, the Algerian Government also expressed readiness to implement national sensitisation and stakeholder engagement activities in collaboration with the APRM Secretariat.

Looking ahead, the APRM and the Algerian authorities are planning a high-level meeting with the President of the Republic to formalise these commitments and to chart the way forward in aligning national governance efforts with continental aspirations.

At the IsDB Annual Meeting, H.E. Rose-Quatre held a bilateral discussion with H.E. Abdelkarim Bouzred, Algeria’s Minister of Finance and Chair of the IsDB Board of Governors. She thanked Algeria for its continued leadership in APRM initiatives and its historic support for continental integration. In his remarks, Minister Bouzred acknowledged the significance of APRM’s mission, stating:

Algeria has always been committed to Africa. Good governance is the right path, and the APRM remains a unique and relevant mechanism that must be preserved.”

In bilateral meetings on the sidelines of the event, H.E. Rose-Quatre engaged with delegations from Sudan, Chad, Burkina Faso, and Guinea, encouraging greater participation in the APRM process, particularly in the context of political transitions. Chad’s delegation expressed keen interest in engaging with APRM reviews and governance programmes under Agenda 2063. Burkina Faso underscored the importance of South-South and Triangular Cooperation in supporting democratic transitions and increasing women’s leadership, while Sudan welcomed APRM’s support for institutional capacity-building in post-conflict settings.

The APRM delegation also explored future collaboration with the IsDB Capacity Building and Partnerships Directorate. Discussions focused on enhancing cooperation in areas such as economic governance, resilience, and digital transformation, building on the strong foundation established since 2021 under the AU-IsDB Technical Cooperation Framework. Both sides agreed to deepen their strategic partnership to further deliver on shared objectives.

The APRM’s mission to Algeria reaffirmed mutual commitments to reinvigorate national governance mechanisms, enhance institutional capacity, and expand cooperation with key regional and multilateral partners. The Secretariat also welcomed Algeria’s historic Pan-African leadership and confidence in the APRM’s role as a catalyst for reform. Going forward, the APRM-IsDB partnership will be expanded and strengthened to support the implementation of Agenda 2063 and the APRM mandate across the continent.
