Monrovia, Liberia – 28 March 2025 – The African Peer Review Mechanism (APRM) Support Mission to the Republic of Liberia, led by Amb. Marie-Antoinette Rose-Quatre, APRM Chief Executive Officer (CEO), concluded following three days of engagements with high-level authorities and public institutions across the country. The mission’s primary goal was to raise awareness and build institutional support for Liberia’s second Country Review under the APRM framework, following the revival of the process in 2024.
With the recent appointment of Honourable Augustine Ngafuan, Minister of Finance and Development Planning, as Liberia's new APRM Focal Point, the mission sought to sensitize stakeholders across both government and civil society about their roles in the upcoming review process. The focus was on strengthening institutional collaboration, ensuring broad-based participation, and providing clarity on the APRM’s country review process, which will culminate in Liberia’s second Country Review in 2025.
The mission began with a courtesy call on His Excellency President Joseph Boakai on 26 March 2025. During the meeting, Hon. Ngafuan emphasised the objectives of the mission and the steps outlined in the proposed roadmap. President Boakai expressed his full support for the initiative in the presence of Hon. Magdalene Dogoseh, Minister of Commerce, Trade, and Industry, Hon. Dr. Ibrahim Nyei, Deputy Minister of Foreign Affairs for International Cooperation and Economic Integration, and Atty. Wilfred Selmah, Executive Director of the APRM National Secretariat.
The APRM delegation’s engagement extended to the Liberian Legislature, where they met with key legislative figures, including Hon. Richard Koon, Speaker of the House of Representatives, Senator Gbleh-Bo Brown, Chairman of the Senate Committee on Internal Affairs, Governance, and Reconciliation, and Senator Edwin Snowe, Chairman of the Committee on Political Affairs, Peace, Security and African Peer Review Mechanism at Ecowas Parliament and Hon. Cllr David Jallah. Discussions focused on the importance of the APRM process in improving governance and facilitating informed decision-making at both the national and regional levels.
Over the course of the following two days, the APRM delegation held information sessions with various ministries and institutions, including the Ministry of Health, Ministry of Education, Ministry of Gender, Children and Social Protection, Ministry of Commerce and Industry, Ministry of Mining, and the National Governance Commission. These sessions aimed to prepare stakeholders for the formal launch of the country review process, which is expected to begin in April 2025. The APRM team also engaged with civil society organizations (CSOs) to emphasize their crucial role in ensuring accountability and fostering active participation throughout the review process. CSOs were encouraged to support the operationalization of the National Governing Council, a key body that will oversee the review after six years of inactivity.
Looking forward, the APRM National Secretariat, with support from the Continental Secretariat and under the guidance of Liberia’s Focal Point, will collaborate with the Legislature, the National Governing Council, and CSOs to address institutional gaps and formally initiate the preparations for Liberia’s second Country Review later in 2025.
