APRM Participates in Multistakeholder Workshop on Africa Mining Vision (AMV) Action Plan and Review of Africa Minerals Governance Framework (AMGF)

Addis Ababa, Ethiopia, 12–13 September 2024 – The African Peer Review Mechanism (APRM) participated in a multistakeholder workshop organised by the African Minerals Development Centre (AMDC) and the United Nations Development Programme (UNDP).

The APRM, which collaborates with the AMDC, attended the workshop with the aim of establishing synergies and further enhancing partnership with the AMDC, particularly in the development of the Africa Governance Report 2025 (AGR25) and the African Minerals Governance Review (AMGAR). 

The multistakeholder workshop aimed to engage experts regarding the proposed updated Africa Mining Vision (AMV) Action Plan 2.0 and the African Minerals Governance Framework (AMGF), and to subsequently facilitate a peer-reviewed proposal for a revised Action Plan and Framework. 

The workshop focused on two instruments. Firstly, the African Mining Vision (AMV), which was adopted by the First AU Conference of African Ministers responsible for mineral resources development, held in Addis Ababa in October 2008. The Vision sets out an action plan on how mining and related activities may be used to drive development on the continental. 
Secondly, the workshop focused on the African Minerals Governance Framework, which serves as a monitoring tool for the state of progress and implementation of the AMV (2009). 

The workshop objectives were to: 

  • Present the milestones made by the AMV (2009) thus far; 
  • Identify main lessons learned;
  • Present the proposed AMV Action Plan 2.0 and the revised AGMF;
  • Provide a platform for debate and peer learning around the AMV and its Action Plan as well as the AMGF;
  • Provide a post-workshop AMV Action Plan and AGMF proposal. 

Through highly interactive, technical and focus-group discussions, the workshop achieved its objectives.
It is envisioned that the insights from the multistakeholder workshop shall inform the development of the upcoming Africa Governance Report (AGR) 2025 and the African Minerals Governance Review, as well as the work of the APRM on Natural Resource Governance.

The AGR is a biennial assessment of the state of governance in Africa. It is produced by the APRM Continental Secretariat in collaboration with members of the African Governance Platform (AGP) of the AU’s African Governance Architecture (AGA), in accordance with Decision [Assembly/AU/Dec.720 (XXXII)] of the AU Assembly Heads of States and Government. The theme of the AGR25 is Natural Resource Governance in Africa.

The African Minerals Governance Review (AMGAR) is a flagship assessment report on mineral sector governance, produced by the APRM and the AMDC for the African continent. Its primary objective is to assess the state of mineral sector governance in AU member countries and to formulate policy recommendations that align with the African Mining Vision.
