BACKGROUND

 

The African Peer Review Mechanism has received financing from the European Union (EU) toward the cost of the African Peer Review Mechanism Institutional Support Project and intends to apply part of the agreed amount for this grant as payments towards the procurement of an experienced Individual International Consultantto conduct a Targeted Review on the theme, “state resilience against various shocks related to natural disasters”.

 

 

OBJECTIVES

 

The objective of the Targeted Review is to measure the country’s resilience against various shocks related to natural disasters as a way for Mozambique to implement principles and measures that protect development gains. In other words, the Targeted Review Report will identify and highlight government efforts to foster the population’s well-being in the face of multiple risks and shocks and give recommendations, for the benefit of the people of Mozambique.

 

The duration of the assignment is estimated at sixty (60) days including field days, starting from the date the contract is signed. In consultation with relevant staff at the APRM Continental Secretariat, APRM National Secretariat, National Governing Council (NGC) and other stakeholders, the consultant shall prepare and submit the following on the 14th day from the date of the contract:

 

 

  • The Structure/Framework of the Report, a PowerPoint Presentation and the Key Highlights Paper on the theme and submit the three documents onthe14th day from the date of the contract.
  • Prepare and submit a Zero-Draft Report, a Power Point Presentation and the Key Highlights Paper on the 28th day from the date of the contract. 
  • Prepare and submit the First Draft Report, a Power Point Presentation, and the Key Highlights Paper on the last day of the field mission.
  • Prepare and submit the Second Draft Report, a PowerPoint Presentation, and the Key Highlights Paper 14 days after the completion of the field mission.

QUALIFICATIONS & EXPERIENCE

 

The Consultant MUST have one of the following educational backgrounds, experiences and skills and MUST ATTACH THE RELEVANT CERTIFICATES AND TESTIMONIALS:

 

  • A PhD in Disaster Management, Risk Management, Emergency Management or Public Administration, with experience in Disaster management, or related fields with a minimum of five (05) years’ relevant experience.
  • A Masters’ degree in Disaster Management, Risk Management, or Emergency Management, Public Administration with experience in Disaster Management, or related fields with a minimum of seven (07) years’ relevant experience or;
  • A PhD/Masters or equivalent degree related to Disaster Management with a minimum of ten (10) years of experience in resilience against various shocks related to natural disasters.

 

The APRM invites eligible Individual International Consultants to indicate their interest in the above-mentioned consultancy by providing the requisite information and documentation:

 

1. Full curriculum vitae that includes information on educational qualifications, professional experience, and expertise.

2. Proof of all academic and professional qualifications by submitting copies of relevant certificates and testimonials.

3. Provide one relevant writing sample/ published report demonstrating writing and research experience and skills in Disaster Management.

 

The short-listing and the selection procedure shall be done in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http:/www.afdb.org. Only shortlisted candidates will be issued with the Terms of Reference (ToR).
