APRM Concludes Targeted Review Field Mission on Economic Governance and Management in Zimbabwe

Harare – 24 November 2025 – The African Peer Review Mechanism (APRM) successfully concluded its Targeted Review Mission on Economic Governance and Management (EGM) in the Republic of Zimbabwe, held from 3 to 18 November 2025. Led by Ambassador Aly El-Hefny, Chairperson of the APR Panel of Eminent Persons, the Mission began in Harare and extended to all ten provinces.

The Review Team engaged with stakeholders from government, the private sector, civil society, academia, traditional and religious leadership, youth and women’s groups, international partners, and the media. These discussions provided important and valuable perspectives on ongoing economic governance reforms and the local impact of devolution.

Communities across the provinces highlighted development gains under devolution, including new schools, health facilities, roads, bridges, and other essential infrastructure. Stakeholders also pointed to economic pressure linked to sanctions and persistent challenges such as taxation, limited access to capital, and the dominance of the informal sector.

The Mission noted steady progress in Zimbabwe’s industrialisation, including the growth of Special Economic Zones and major investments such as the Dinson Iron and Steel Company, the Xintai and Palm River projects, Tongaat Hulett’s agro-processing initiatives, and expanded agricultural and energy projects. These efforts highlight Zimbabwe’s commitment to value addition, import substitution, and its vision of achieving upper-middle-income status by 2030.

The Heritage-Based Education 5.0 was also recognised for enhancing innovation, research, and production across higher education institutions. National companies and engineers showcase strong technical capacity in delivering large-scale infrastructure, supporting the country’s ambition to strengthen its regional industrial and agricultural role.

At the close of the Mission, Ambassador El-Hefny met in Harare with His Excellency Prof. Dr. Amon Murwira, Minister of Foreign Affairs and International Trade. Ambassador El-Hefny expressed appreciation for the government’s cooperation and engagement, while Minister Murwira reaffirmed Zimbabwe’s commitment to the APRM process and its readiness to present the Targeted Review Report to the APRM Forum of Heads of State and Government in February 2026.

Going forward, the APRM will prepare a preliminary report based on the Mission’s findings, which will be shared with the government for consideration before submission to the APR Forum. The APRM remains committed to supporting Zimbabwe’s efforts to strengthen economic governance, build institutional capacity, and advance inclusive and sustainable development.
