14 September 2023, Accra, Ghana – The APRM held consultations with Ghana government officials, research institutions, media, private sector and civil society organisations to collate data on their experience of the impact of the APRM in Ghana. The information from these consultations will culminate into the development of the APRM Impact Study.
The Impact Study is a bold undertaking by the APRM of taking stock of its impact towards its pursuit of establishing good governance and vibrant democracy in Africa, as it celebrates 20 years of existence.
In his remarks at the consultative meeting, APRM Acting Director of the Monitoring and Evaluation Directorate, Mr Jean-Yves Adou urged participants to freely assess the country’s responsiveness to good governance since the APRM conducted the country reviews. Mr. Adou further encouraged participants to evaluate the citizen’s perception unreservedly on the effectiveness of the APRM in shaping their country’s governance and development.
Delivering remarks on behalf of the Focal Point in Ghana, Member of the NGC, Mr. Samuel Asare Akuamoah reiterated the importance of the work of the APRM. He said the process has come full circle as Ghana was one of the first countries to open itself up to the APRM review process and encourages the attended to share their expertise and experiences without fear. Mr. Akuamoah further congratulated the APRM on the establishment of the Credit Rating Agency as well as being a tool for monitoring and evaluation for the implementation of the SDGs and Agenda2063.
The meeting also received a presentation from the International Lead Consultant, Mr. Peter Kimemia, on the overview of the instruments and key indicators to be used for the development of the Impact Study.
Over the course of the next few weeks the APRM will hold similar consultative meetings in Djibouti, Uganda and Mozambique.
About the APRM Impact Study
The APRM Impact study will use a case study approach. Case studies allow for in-depth investigations into the course of an intervention by allowing the use of multiple methods of data gathering and analysis covering both quantitative and qualitative data, including interviews, surveys, content analysis and statistical analysis of secondary data.
The study will assess state parties’ responsiveness to governance reviews conducted by the APRM. It also seeks to discover challenges encountered in the implementation of key recommendations in the review reports and identify best practices generated in various jurisdictions in response to the APRM recommendations. Through consultative processes the impact study also seeks to evaluate citizens’ perceptions on the effectiveness of the APRM in shaping their country’s governance and development as well as identify actionable recommendations on how to deepen the impact of the APRM.
