TERMS OF REFERENCE

PROCUREMENT NUMBER: APRM/AU/CAS/05 /2025: PROVISION OF CONSULTANCY SERVICES FOR THE APRM RE-ALIGNMENT STRUCTURE

 

1.    BACKGROUND

The African Peer Review Mechanism (APRM) is a Specialised Entity of the African Union and the continent’s self-monitoring and peer review tool for promoting good governance. Launched in 2003, the Mechanism, to which African States accede voluntarily, creates a platform for reviewed states to improve their constitutionalism and policy formulation, adoption and implementation. The Mechanism highlights best practices and supports Member States in monitoring their compliance with established African Union standards and principles. These practices and standards are catalysts for the transformative leadership needed to achieve political stability, high economic growth, sustainable development and accelerated sub-regional and continental integration. The peer review processes provide a high-level platform for experience sharing and promotion of successful best practices, including identification of deficiencies and assessment of requirements for national capacity building.

 To ensure service delivery, the Assembly of the Union, on its 35th Ordinary Session held on 5-6 February 2022 in Addis Ababa, Ethiopia, approved the revised structure of the African Review Mechanism with 114 positions to be filled in three phases, subject to budget availability. The African Peer Review Mechanism intends to undertake a structure realignment exercise aimed at streamlining its operations and processes in alignment with its endorsed strategic plan. In this regard, it is essential that a consultant is engaged to provide strategic guidance in the structure realignment exercise.

 

  1. SCOPE OF WORK

The scope of work covers the development of the revised structure and review of current structural and staffing related matters within the Secretariat. This will involve necessary engagements or consultations with relevant stakeholders and frequent reporting.

 

3.    GENERAL OBJECTIVES OF THE ASSIGNMENT

The general objective of the assignment is to assist APRM in reviewing the current structure and recommend a revised structure that will be responsive to the organizational needs. The revised structure should address both current and future challenges, ensure alignment with the APRM’s strategic goals, and improve its efficiency in fulfilling its mandate. The consultant will provide detailed reports, including a comprehensive analysis and recommendations for the realignment process.

 

4.SPECIFIC OBJECTIVES OF THE ASSIGNMENT

While undertaking the assignment the engaged consultant is expected to:

  1. Review the organizational mandate;
  2. Conduct a Situational Analysis of the organisation;
  • Analyse the APRM’s strategic objectives and assess the alignment of the current structure with the strategic objectives;
  1. Engage stakeholders within the APRM Secretariat and at the AUC level;
  2. Propose a revised organizational structure that aligns with the APRM’s strategic objectives;
  3. Facilitate the development of job descriptions aligned with positions in the new structure;
  • Develop a transitional plan for presentation to policy organs for recommendation and approval;
  • Prepare a financial analysis to implement the plan;
  1. Prepare a report about the entire process; and
  2. Prepare terms of reference for an independent consultancy firm to identify current staff skills gaps and recommend the way forward.

6. TIME FRAME

The time frame allocated for this assignment is 3 months.

 

 7.EXPERIENCE AND QUALIFICATION

Minimum of master’s degree level or an MBA in Human Resources Management, Public Administration or Public Policy analysis; Leadership coaching management, Industrial Psychology; or related relevant fields.

 

Minimum 15 Years’ Experience in Public Administration; Human Resources development and Management; engaged in functional reviews and designs of organizational structures, preferably in international or public sector.

Proven track record in conducting organizational restructuring or re-alignment in international organizations or the public sector

 

8. CONFIDENTIALITY AND NON-DISCLOSURE

It is highly expected from the selected Firm to maintain the highest level of confidentiality and non-disclosure to any third party to the information provided before, during and after the completion of the assignment. The consultant shall practice highest standard of professional and ethical values and norms in providing this consultancy service. The consultant shall sign a Confidentiality and Non-Disclosure Agreement which shall remain valid for a period of one (1) year after the completion of the assignment. The firm must ensure that none of its staff involved with the selection process has any connection, in any manner, with any of the potential candidates.

 

9.    TECHNICAL EVALUATION CRITERIA

Criteria, sub-criteria, and point system for the evaluation of the Full Technical Proposals:

Experience of the Consultant relevant to the Assignment

i.              Proven experience in undertaking similar assignment with Fluency in spoken and written English, the knowledge of French being an advantage (20 Marks).

Demonstrated ability to write to a very high standard as evidenced by previous examples of relevant work accomplished in the field and recommendations from the clients. State at least two previous similar assignments.

ii.             Minimum of 15 Years of experience in Public Administration, Human Resources development and Management, engagement in functional reviews and designs of organizational structures preferably in the international or public sector (25 Marks)

The Consultant is expected to provide a CV, academic certificates and relevant professional qualifications.

10.  LOCATION

 The Consultant is expected to carry out the initial groundwork for the assignment for one month at the APRM offices in Midrand and the rest out of office.

 

11.  FEES

The interested bidder shall indicate his or her l fees for this assignment which will be paid in United States Dollars. The fees should be a Lumpsum, including accommodation and living expenses for the one month in South Africa. The Lump sum fee should be broken down per deliverable for clarity. The APRM Secretariat will bear the cost of a return air ticket (class economy) for the one-month.

Payment of the fees will be made only after satisfactory delivery of the report and acceptance of the same by the APRM management.

The consultant will be covered under the terms and agreement of the APRM economy travel insurance policy as underwritten by AIG South Africa Ltd. The Consultant will be required to take his/her own health insurance while living in South Africa.

A contract will be sent for signature after acceptance of the Terms of Reference.

 

12.  PAYMENT SCHEDULE

 The assignment will be conducted in three-months, and the consultant will be paid upon certification of satisfactory work as per the work plan, and as endorsed by the APRM Continental Secretariat.

 MODE OF APPLICATION

The technical proposals must be submitted through email at: tender@aprm-au.org on or before 16 June 2025 at 11:00 hrs (south Africa time). The proposals will be opened on 16 June 2025 at 11:00 hrs (south Africa time). The financial proposal must be stated in USD, with a breakdown of the costs.
