BID INVITATION (RFQ - REQUEST FOR QUOTATION)
1. BACKGROUND
The African Peer Review Mechanism (APRM) was established in 2003, as a self-monitoring instrument voluntarily acceded to by African Union (AU) Member States. The mandate of the APRM is to ensure that the policies and practices of Participating States are in conformity with the agreed political, economic and corporate governance values, codes and standards, and to achieve mutually agreed objectives in socioeconomic development contained in the Declaration on Democracy, Political, Economic and Corporate Governance, as well as and the African Charter on Democracy, Elections and Governance, among other relevant treaties, conventions and instruments adopted by Participating States whether through the African Union or through other international platforms.
The African Peer Review Mechanism now invites eligible firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services as provided in the Specification or Requirement of the Services (Section III).
2. SCOPE
The Multimedia Production Consultant is expected to:
- Perform the full scope of video production tasks, including but not limited to scripting, videorecording, directing, producing, and editing video productions.
- Compile APRM, AU and public media broadcasts including media interviews, newsreels of previous Credit Rating Reportss and media footage on unconstitutional change of governments across Africa.
- Based on the review of the APRM Support Programme develop three scenarios for scripts and concept of a video documentary, make a proposition of scenarios/shooting scripts that highlight the APRM Credit Rating Reports, APRM responses to rating agency opinions, and rating industry content. Submit the different propositions of script/storyline for discussion.
- Production of video (script writing, videography, editing, audio balancing, sub-titling, format exporting, archiving raw and edited work etc.) according to AU - APRM standards. The documentary must be of the highest quality, representing the stature of the AU – APRM institution.
- The optimal standards are: 1080 25p/1080 29.97p or 30p.
- All material should be shot in 16:9, HD 1080.
- The consultant shall use their own Audio-visual equipment - HD quality video camera and professional editing software.
- Edit the footage in line with the script agreed and approved by AU-APRM focal person and produce a professional quality package / report / PSA of broadcast quality.
- Record and edit narration / voice over where needed in according with guidance from the APRM Credit Ratings Team.
- Embed sub-titles in French in the video as per need and/or voice over in French. Use animation, infographics, sketches, diagrams, and other visuals where appropriate.
- Audio balance the final product and convert it in formats for use on TV, radio, the web.
- Clearly identify location, name and age of interviewees, quotes and any relevant details.
- Include appropriate AU branding and crediting of AU ownership for the produced videos.
- Edit and finalise the video including feedback. Archive the edited output in DV and DVD format along with professional log.
