Midrand, 09 September 2024 – The 15th Ordinary Session of the APRM Continental Consultative Committee (CCC) of National Governing Councils (CNGs) was hosted virtually on 09 September 2024, by the APRM Continental Secretariat in Midrand, South Africa.
Attendees included H.E. Saad Maandi, Representative of the Chairperson of the APRM Committee of Focal Points in Algeria; Amb. Ashraf Rashed, Chairperson of the Arab Republic of Egypt APRM National Governing Council and Chairperson of the APRM Continental Consultative Committee; as well as members of the National Governing Councils (NGCs) and staff members of the APRM Continental Secretariat.
The agenda covered several key topics, including an update on the APRM CEO’s first 100 days in office, the outcome report of the 14th Ordinary Session of the APRM CCC, the report from the 6th Annual APRM Methodology meeting, and an update on the NGCs’ Rules of Procedure.
In her opening remarks, the APRM CEO paid tribute to the African Heads of State and Government for their visionary decision to transform the Organization of African Unity (OAU) into the African Union on 9 September 1999 in Sirte, Libya, aligning with the OAU Charter and the Treaty establishing the African Economic Community.
Amb. Marie-Antoinette Rose emphasized the critical role of the NGCs in ensuring that the APRM process addresses the specific challenges and opportunities of each country. She highlighted the importance of their contributions in keeping the APRM relevant and responsive to Africa’s evolving governance landscape and noted their role in linking national governance processes with the broader objectives of the African Union.
H.E. Saad Maandi, Algeria’s Ambassador to South Africa and Representative of the APRM Focal Points Committee, congratulated President Abdelmadjid Tebboune on his re-election and highlighted Algeria’s commitment to reforms and sustainable development. He urged for continued innovation, collaboration, and citizen participation to overcome governance challenges and build a prosperous Africa.
Amb. Ashraf Rashed reiterated the support of the APRM NGCs for the APRM and praised the achievements of the APRM CEO. He emphasized the importance of disseminating the video on the CEO’s first 100 days in office to maximize its impact and reach among APRM national structures.
Participants engaged in a discussion on “Africa’s Governance Challenges: Are We Winning the Battle?” Algeria stressed the necessity of involving the population in addressing these challenges and highlighted issues such as corruption, emigration, colonization, and lack of political will. The representative from Ghana noted the importance of acknowledging achievements alongside focusing on challenges.
The CCC-NGCs approved the Draft Rules of Procedure for submission to the next APR Focal Points Committee meeting for consideration and adoption.
The meeting observed a moment of silence in memory of Ambassador Illakmar AG OUMAR, Chairperson of the National Governing Council of the Republic of Mali, who passed away on 2 September 2024.
