At its 28th Ordinary Session of the African Union Assembly (AU) held in Addis Ababa, Ethiopia in January 2017, the Assembly, through Decision Assembly/AU/Dec.631 (XXVIII), directed the African Peer Review Mechanism (APRM) to provide support to AU Member States in the field of credit ratings. Following the decision the APRM proceeded to develop a policy framework to guide the needed support to member states.
The purpose of the framework is to provide strategic and operational support to the Member States in the pre-rating preparatory phase, managing the rating exercise and in the implementation of post-rating admissible recommendations. To achieve this purpose, the policy framework outlines several objectives. The first is to sensitize various sectors on the implications of the sovereign credit ratings on both domestic-rated institutions and instruments. Second, to support Member States in undertaking periodic financial, political, economic and social impact analysis and to prepare and make available reliable data for use by CRAs to avoid estimations that prejudice Member States being reviewed. Third, the framework seeks to support Member States’ analysis and evaluation of the ratings produced by CRAs and their impact through the generation of independent opinions. Additionally, the policy framework seeks to support member states in articulating and establishing the architecture for managing and regulating CRAs through existing public institutions. Fourth, the policy framework guides the establishment of a network of experts and practitioners to improve the sharing of best practices in international sovereign credit ratings. This network also supports the harmonization of the regulation of the credit rating industry on the continent. Finally, the policy framework seeks to provide technical support to governments in the implementation of admissible recommendations while providing technical support to Member States to establish a regulatory environment for licensing and supervising CRAs operating in the respective Member States.
The APRM has since established partnerships with various non-state and private sector institutions. Among these institutions is the Open Society Foundation (OSF) which has partnered with the APRM and is providing financial support to strengthen the human capital for delivery of the framework.
Lors de sa 28e session ordinaire qui s’est tenue à Addis-Abeba (Éthiopie) en janvier 2017, la Conférence de l’UA, par Décision Assembly/UA/Dec.631(XXVIII), a chargé le Mécanisme africain d’évaluation par les pairs (MAEP) d’apporter un appui aux États membres dans le domaine de la notation financière. À la suite de cette décision, le MAEP a entrepris l’élaboration d’un cadre politique devant guider régir l’appui nécessaire aux États membres.
Ce cadre a pour but de fournir un appui stratégique et opérationnel aux États membres dans la préparation de la notation, la gestion de l’exercice de notation proprement dit et la mise en œuvre des recommandations admissibles à l’issue de la notation. Pour ce faire, le cadre politique définit plusieurs objectifs. Le premier consiste à sensibiliser les différents secteurs aux implications de la notation du crédit souverain sur les institutions et les instruments notés au niveau national. Deuxièmement, aider les États membres à entreprendre des analyses périodiques de l’impact financier, politique, économique et social et à préparer et mettre à disposition des agences de notation des données fiables afin d’éviter des estimations qui sont préjudiciables aux États membres notés. Troisièmement, le cadre vise à soutenir l’analyse et l’évaluation par les États membres des notations effectuées par les agences de notation et de leur impact grâce à l’émission d’avis indépendants. En outre, le cadre politique vise à aider les États membres à développer et à mettre en place l’architecture de gestion et de régulation des agences de notation par le biais des institutions publiques existantes. Quatrièmement, le cadre politique encadre la mise en place d’un réseau d’experts et de professionnels afin d’améliorer le partage des bonnes pratiques en matière de notation internationale du crédit souverain. Ce réseau favorise également l’harmonisation de la réglementation du secteur de la notation de crédit sur le continent. Enfin, le cadre politique a pour but de fournir un appui technique aux gouvernements dans la mise en œuvre des recommandations acceptables tout en apportant un concours technique aux États membres dans la définition d’un cadre réglementaire régissant l’octroi de licences et la supervision des agences de notation de crédit présentes sur leur territoire respectif.
Depuis, le MAEP a noué des partenariats avec diverses institutions non étatiques et du secteur privé. L’Open Society Foundation (OSF) est l’une de ces institutions. Elle s’est associée au MAEP et lui apporte un soutien financier pour le renforcement du capital humain en vue de la mise en œuvre du cadre politique susvisé.
