BACKGROUND

The African Peer Review Mechanism has received financing from the African Development Bank towards the cost of the African Peer Review Mechanism Institutional Support Project and intends to apply part of the agreed amount for this grant as payments toward the procurement of an experienced Individual International Consultant to conduct a Targeted Review on the theme: “Public Administration Reform in The Arab Republic of Egypt”.

 

OBJECTIVES

Administration reform constitutes a cornerstone of the Comprehensive Administrative Reform process pursued by the Arab Republic of Egypt in the past years and has been reflected in a number of accomplishments with the framework of implementing Egypt’s Vision 2030, and the African Union’s Agenda 2063. In this context, an Administrative Reform Plan has been implemented at the State level within an institutional framework designed to ensure its sustainability. This framework includes the establishment of the Supreme Committee for Administrative Reform chaired by H.E. the Prime Minister, with the mandate of approving the government’s administrative reform program, setting mechanisms for its implementation, monitoring its progress and setting a work program to develop public services. Since 2014, the Egyptian government has undertaken substantial efforts to advance public administration across multiple areas, including legislative review, restructuring State institutions, building the capacities of human resources, digital transformation, and enhancing the services provided to citizens. Therefore, the targeted review on Public Administration Reform in Egypt will aim to undertake an in-depth and focused governance assessment of the Egyptian Public Administration framework to strengthen the country’s effort in its ability to function optimally and effectively in delivering services to its citizens. The purpose of the APRM Targeted Reviews is to provide African Countries with an independent, credible and legitimate analyses and solutions to a specific question, needed to address the governance and developmental challenges pertaining to a specific governance aspect, through examining and identifying catalysts to further improve specific governance challenges. 

The APRM targeted review on Public Administration Reform in Egypt will also seek to contribute to the overall continental objective through the promotion of the African Union’s ideals and shared values of effective governance and inclusive development by encouraging all Member States of the Union to collaborate and voluntarily share experiences that will enable other Member States to learn from one another within an African context by undertaking home-grown, credible, rigorous, independent and self-driven peer review process and the implementation of its recommendations.

As a result, the APRM intends to recruit one (1) experienced Individual International Consultant to undertake a Targeted Review on the theme: “Public Administration Reform” in the Arab Republic of Egypt for the Mechanism, for which these terms of Reference (ToR) are prepared.

 

The Targeted Review on “Public Administration Reform” in the Arab Republic of Egypt will serve as a focused assessment of the country's public administration systems, policies, and governance structures to enhance efficiency, transparency, and service delivery. It will be typically conducted to identify strengths, best practices and areas for reform in government institutions across the pillars mentioned below: 

  1. Legal Reform
  2. Institutional Development
  3. Capacity Building and Development
  4. Digital Transformation – Developing and Integrating Databases
  5. Promoting Public Services

 

The duration of the assignment is estimated at thirty (30) days including field days, starting from the date contract is signed.

 

The Consultant should prepare and submit the items below following the signature of the contract in collaboration with relevant staff of the APRM Continental Secretariat, the national APRM Secretariat in Egypt, and other stakeholders:

  • The structure or framework of the report, a PowerPoint presentation, and a key highlights report are due on the 14th day following the contract signature;
  • A Zero-Draft Report, a PowerPoint presentation and a key highlights report, 28 days after the date of signature of the contract;
  • A First Draft Report, a PowerPoint presentation, and a key highlights report are due on the last day of the field mission;
  • A Second Draft Report, a PowerPoint presentation, and a key highlights report are due 10 days after the field mission.

 

QUALIFICATIONS & EXPERIENCE

The Consultant should have one of the following education profiles:

  1. A PhD in Public Administration, Law, public policy, public financial management, and development economics or related fields with a minimum of five (05) years’ relevant experience.
  2. A master’s degree in public administration, Law, public policy, public financial management, and development economics or related fields with a minimum of seven (07) years’ relevant experience or;
  3. Consultants will be required to have medical cover and health certificate before travelling

 

7.2 Experience, Skills and Competencies

  1. Have experience in developing, implementing and evaluating Public Administration Reform programs and their implications on governance and economic development.
  2. Have in-depth knowledge of Public Administration Reform in terms of policies/programmes and impact on the country's public administration systems, policies, and governance structures to enhance government efficiency, transparency, service delivery and higher economic growth
  3. Have broad knowledge of Egypt and its political economy.
  4. Have previously produced research relevant to Public Administration Reform.
  5. Have broad knowledge of (a) Public Administration Reform programmes designed to address challenges affecting Africa and (b) plans to manage these challenges domestically on the African continent and globally.
  6. Have in-depth knowledge of AU and UN frameworks related to Public Administration Reform programmes.
  7. Have broad knowledge of grass root Public Administration Reform policies and programmes and its impact on socio-economic development continentally and globally.
  8. Have knowledge of the African Union and the APRM.
  9. Demonstrate ability for teamwork, as well as the ability to work independently.
  10. Have project management experience and able to respect deadlines.

 

Be fluent in English, have the ability to write clear, precise, informative and formally structured reports. Knowledge of the other AU languages will be an added advantage such as Arabic.

 

The APRM invites eligible Individual International Consultants to indicate their interest in providing these services. Interested Consultants must provide information indicating that they are qualified to perform the services and submit their Curriculum Vitae with information on education (certificates, degrees), experience on the African continent, expertise, skills and former positions held pertinent to the items related to the assignment.

 

Eligibility criteria, the establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.orgOnly shortlisted candidates will be provided with the Terms of Reference (TORS).

The EOI Shall be Opened on 21 April 2025 at 11.00 am South Africa time.

 

Only bids submitted on time shall be accepted. Bids submitted with the wrong submission title shall be rejected.
