Continental Secretariat Engages with Africa’s Statistical Mechanisms to Advance APRM Governance Index

Addis Ababa – 3–5 December 2025 – The African Peer Review Mechanism (APRM) reinforced its engagement with Africa’s statistical leadership through its participation in a series of high-level continental statistical meetings, as part of ongoing efforts to advance the APRM Governance Index, an African-owned governance measurement framework currently being rolled out across 21 countries.

From 26 November to 5 December 2025, the APRM contributed to the 7th SHaSA 2nd Executive Committee Meeting, the 20th Session of the African Statistical Coordination Committee (ASCC), and the 19th Session of the Committee of Directors General of National Statistics Offices (CoDGs) of African Union Member States, convened under the auspices of STATAFRIC. Collectively, these engagements provided an important platform for strengthening dialogue and aligning governance measurement initiatives with continental statistical priorities.

During the meetings, the Secretariat presented progress made in the development of the APRM Governance Index, highlighting its strategic relevance, conceptual foundations, methodological approach, and the ongoing data collection efforts across APRM Participating States.

Moreover, the discussions also provided space for constructive reflections on the challenges associated with governance measurement, including access to administrative data, variations in national statistical capacities, and sensitivities surrounding governance-related indicators. The Secretariat, represented by Dr. Sampson Osei, responded by emphasising the importance of strengthening collaboration with STATAFRIC, Regional Economic Communities (RECs), and other Pan-African institutions to ensure that the APRM Governance Index remains robust, credible, and reflective of African priorities.

Ahead of the presentation, it became evident that further awareness of the APRM would be beneficial among participants. The session therefore provided an opportunity to highlight the APRM’s mandate, institutional architecture, peer review process, and National Programme of Action, contributing to a strengthened and shared understanding among Africa’s statistical leadership.

The APRM and STATAFRIC reaffirmed their shared commitment to closer institutional cooperation, including efforts to strengthen data governance across the continent, formalise data-sharing and coordination arrangements, and jointly enhance data quality in support of credible, comparable, and reliable governance-related statistics for the Governance Index.

Overall, the meetings provided a valuable platform for advancing technical dialogue, aligning the APRM Governance Index with continental statistical standards, and securing the engagement of the National Statistics Office, the RECs, and the United Nations Economic Commission for Africa as strategic partners. Through these engagements, the APRM renewed its commitment to building a reliable, evidence-based governance measurement tool that supports national planning, promotes transparency, and contributes to Africa’s broader integration and development agenda.
