Port Louis, Mauritius – 9 October 2025 – An African Peer Review Mechanism (APRM) delegation, led by the Chief Executive Officer, Ambassador Marie-Antoinette Rose-Quatre, undertook an official mission to the Republic of Mauritius from 6-9 October 2025, aimed at advancing the operationalization of the African Credit Rating Agency (AfCRA).
During the mission, the delegation held a series of high-level consultations with senior government officials, including Hon. Dhananjay Ramful, Minister of Foreign Affairs, Regional Integration and International Trade, and Hon. Dr. Jyoti Jeetun, Minister of Financial Services and Economic Planning. Discussions focused on strengthening Mauritius’s engagement with the APRM, the re-establishment of the APRM National Secretariat, and the government’s commitment to granting primary jurisdiction to AfCRA and facilitating its operationalization.
A key highlight of the mission was the Primary Jurisdiction Announcement Ceremony of AfCRA, held in Ebene. The event marked a historic milestone in the establishment of AfCRA as an Africa-owned credit rating agency headquartered in Mauritius. During the ceremony, Ambassador Rose-Quatre commended the Government of Mauritius for creating a conducive legal and regulatory environment that reinforces investor confidence and ensures the Agency’s independence, transparency, and credibility. She emphasized that the selection of Mauritius as the primary jurisdiction reflects its strong governance standards, robust financial sector, and commitment to regional integration and economic good governance.
Furthermore, Ambassador Rose-Quatre commended the Government of Mauritius for its unwavering commitment to advancing Africa’s financial sovereignty and transparency through AfCRA. She affirmed that the establishment of the Agency in Mauritius marks a historic step in transforming Africa’s credit rating ecosystem, fostering fairer assessments of African economies, and boosting investor confidence across the continent.
Ambassador Rose-Quatre met with Mr. Mahen Kundasamy, Chief Executive Officer of the Economic Development Board, who reiterated the Board’s full support for the successful operationalization of AfCRA. Additional discussions were held with key stakeholders from the private sector and financial institutions to explore collaborative pathways that align Mauritius’ financial expertise with the continental agenda for good governance, transparency, and economic resilience.
The CEO reaffirmed APRM’s commitment to deepening partnerships with Mauritius and other Participating States in strengthening governance, promoting accountability, and enhancing Africa’s global standing.
