1) BACKGROUND

The African Peer Review Mechanism has received financing from the African Development Bank toward funding of the African Peer Review Mechanism Institutional Support Project and intends to apply part of the agreed amount for this grant to build the APRM Governance Index. Specifically, the agreed budget will be used to engage national consultants to collect official national data for the index, using the existing index framework of indicators. The APRM Governance Index will kick start with twenty-five (25) countries this year (2025), with an intention of increasing the number of countries in the subsequent years.  Below is the list of the 25 countries and the tender numbers.

2) OBJECTIVE

The main objective of the assignment is to collect all relevant data of all indicators and variables within the existing governance index framework from the relevant agencies in the country. Where the official data is not available, primary data will be collected. Alternatively, secondary data from other recognised agency(ies) in the country could be retrieved and used.
 

3)DURATION OF THE ASSIGNMENT

The expected commencement date for the assignment is  April 2025 and the duration shall be 8 weeks spread from April  to  June 2025. The sequencing of the deliverables and specific timelines will be agreed prior to contract signature.  

 

4) ELIGIBILITY AND REQUIREMENTS

The African Peer Review Mechanism now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, and appropriate skills. Applicants should be working or must have worked with APRM national structures or Stakeholders in the countries. Applicants must demonstrate strong skills in empirical research, data collection, excel and SPSS / Stata. The applicant must have a minimum of Master’s Degree with five (5) years’ experience in empirical data collection.

 

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
