African Peer Review Mechanism (APRM)) has allocated funds for the procurement of the above-mentioned goods and ancillary services and now invites sealed bids from eligible bidders for Procurement of Non-Consultancy Services for the Supply, Testing and Commissioning Assorted ICT to African Peer Review Mechanism (APRM)) in South Africa for 12 months. Bids that are responsive, qualified, technically compliant will be ranked according to price.

- African Peer Review Mechanism (APRM)) intends to apply part of the proceeds towards payments under Call-off Contracts that may be awarded under the Framework Agreements (FAs) for above listed services concluded through this RFB Procurement process.
- African Peer Review Mechanism (APRM)) is undertaking Primary Procurement with a view to concluding Framework Agreements. The Framework Agreement(s) to be concluded may be Multi-User for all the African Union Organs and specialized institutions. The Primary Procurement shall establish a Closed Framework Agreement (s).
- The Framework Agreements to be concluded will be “a Secondary Multi-supplier Call off Arrangements.”
- The selection of the FA Suppliers to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in Framework Agreement. However, the conclusion of a Framework Agreement shall not impose any obligation on the Procuring Agency, including participating Purchasers, to purchase Goods and Services under a Call-off Contract. The conclusion Framework Agreement does not guarantee that FA Suppliers will be awarded a Call-off Contract.
- Bidding is open to all suppliers who can demonstrate that they have provided similar services for the past five (5) years. All bids MUST be accompanied by:
- Valid business registration documents for similar services in South Africa
- Valid tax compliance certificate
- Proof of references (minimum 3) attesting to the Company’s knowledge and experience in providing ICT equipment and related Services in the past 5 years
- Power of attorney for the signatory of the bid
- Bid submission form
- Joint Venture Agreement (where applicable)
- Dealership any authorization to sale the specified brand - Manufacturer’s Authorisation Form attached herein page 68 of the Bid Document.
- Edibility: The Bidder shall furnish documentary evidence that it meets the following requirement(s): Company registration documents, Attestation letter that bidder is not suspended, nor debarred, nor otherwise identified as ineligible by any UN/African Union Organization or the World Bank Group or any other international Organization
- Financial Capability: The Bidder shall furnish documentary evidence that indicates their financial capacity requirement(s): Audited Financial statements for last 3 years, financial Performance Report.
- Documents shall be submitted in a well-bound and paginated format. No file or loose documents shall be accepted. More specifically the ORIGINAL COPY.
- Bidders might quote for either Lot 1 ,2 3 4 or all the lots. (The award will be made on Lot-by-Lot basis).
- All bids must be valid for 90 calendar days
- The Framework Agreements shall be concluded for a Term of 12 months from the commencement date stated in the Framework Agreement.
- The APRM will conclude a FA with the Bidders ranked first up to the maximum number of three (3) suppliers.
- If the number of Bidders is less than three (3) APRM may decide to invite new bids. Alternatively, the APRM may conclude the FA with all those Bidders where an insufficient number of Bids are received, or an insufficient number of Bids meet the criteria for conclusion of Framework Agreements

- Bids must be delivered in hard copies to the address below on or before August 13th, 2025 @14:30 hrs. (South Africa time).
- Hard copies bids should be deposited in the tender box situated on the APRM reception area at APRM- offices. Submission of soft copies is not allowed.
- A complete set of the bidding documents in English may be downloaded (in read-only form) from the APRM website (aprm.au.int ) by interested bidders.
- Late Bids will be rejected.
- Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address indicated below on before 13th August 2025 @14:30 hrs.
