- BACKGROUND
The African Peer Review Mechanism (APRM) has received financing from the African Development Bank (AfDB) towards the funding of effective gender, climate change and green growth mainstreaming into APRM processes. In this regard, the APRM is undertaking rigorous research, reviews, and training to promote the effective governance of natural resources on the continent, in line with the mandate of the APRM.
Issues of climate change, gender, and green technologies have featured prominently in APRM country reviews over the last two decades. Accordingly, there is a need for an effective natural resources’ governance framework that formulates guidelines to lessen the deleterious impact of climate change, improve societal resilience and make use of emerging green technologies to drive Africa’s economic development.
In addition to its effects on gender, climate change exacerbates conflicts related to the access and distribution of natural resources such as energy sources, water, and land that are vital for economic growth and human well-being.
The development, management, and conservation of natural resources for the well-being of Africans is an imperative now, more than ever before, as a result of increased extreme climatic conditions and the need for those reliant on these resources to adapt adequately.
The APRM is therefore seeking the services of a technical consultant to undertake a study on the governance of natural resources on the continent towards effective gender, climate change and green growth mainstreaming into APRM processes.
2) OBJECTIVE
The study aims to assess the status of natural resources’ governance utilising novel research and APRM country review report findings to develop a policy framework for the APRM and its Member States. The study must provide a roadmap for mainstreaming issues of gender, climate change and green growth (green industries and technologies) into APRM processes.
Accordingly, the study must focus on the national and sub-national levels to better inform legislation, National Development Plans (NDPs), National Programmes of Action (NPOAs) and related policies towards the implementation of the APRM mandate in Member States.
The objectives of the study are to:
- Undertake a study on the nexus between gender, climate resilience, green growth, and natural resources’ governance in APRM Member States.
- Develop a policy framework for consolidating gender, climate resilience, and green growth into APRM processes,
- Undertake training based on the study and policy framework.
3) DURATION OF THE ASSIGNMENT
The expected commencement date for the assignment is June 2025 and the duration shall be 6 weeks spread from June to July 2025. The sequencing of the deliverables and specific timelines will be agreed on prior to contract signature.
4) ELIGIBILITY AND REQUIREMENTS
The APRM now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, and appropriate skills).
Applicants should be working or must have worked with the African Union or related national and international institutions in the area of African governance. Applicants must demonstrate strong skills in research, academia, and project management. Relevant experience in both academic and practical policy experience will be an added advantage.
The applicant must have a minimum of a master’s degree with ten (10) years’ experience and a strong technical background in Governance, Environmental Law, International Relations, Agriculture, Environmental and/or Earth sciences, Political Science, Public Administration, Economics, or any other relevant field.

Expressions of interest must be submitted by email to: tender@aprm-au.org on or before the 04th of June 2025 at 1100hrs SAST. The REOI shall be opened on the 04th of June 2025 at 1100 hrs SAST.
