Friday 22 November, Kampala- The African Peer Review Mechanism (APRM) mission for the Africa Governance Report (AGR) 2025 Country Institutional Consultations in Uganda on Land Resources concluded successfully after four days of continuous engagements with both state and non-state institutions. The mission delegation was led by H.E. Ambassador Aly Elhefny Mahmoud, a member of the APR Panel of Eminent Persons, and included representatives from the APRM Continental Secretariat, the UNDP country office, and independent experts.
On November 19th 2024, the APRM and the Ministry of Finance, Planning, and Economic Development co-hosted a plenary session attended by thirty stakeholders. During the event, H.E. Ambassador Mahmoud officially launched the mission, announcing that the Republic of Uganda was pioneering the series of Country Institutional Consultations for the development of the Africa Governance Report 2025 or AGR 2025 on Natural Resources’ Governance. He also expressed his gratitude to H.E. President Yoweri Museveni for his leadership and support.
Following the launch, the APRM conducted a series of Key Informant Interviews and Focus Group Discussions with representatives from various stakeholders. These included the Ministry of Lands, Housing, and Urban Development; the Uganda Land Commission; the Ministry of Finance, Planning, and Economic Development; the National Planning Authority; the Ministry of Gender, Labour, and Social Development; the Ministry of Lands and Housing Development; the Africa Center for Mineral and Energy Policy; the Uganda National Chamber of Commerce; Resource Rights Africa; Landcode Initiative; Uganda Broadcasting Corporation (UBC) and Voice Uganda.
The lead panelist, accompanied by the delegation, also paid a courtesy call on Hon. Amos Lugoloobi of the Ministry of Finance, Planning, and Economic Development, who is also the APRM Focal Point in Uganda. Hon. Lugoloobi highlighted the significant role played by the ministry in facilitating the mission following the APRM’s call for countries to participate in the development of the AGR 2025.
Country Institutional Consultations, conducted by the APRM on behalf of the Africa Governance Architecture, are part of a continent-wide initiative. These consultations aim to produce country-specific case studies that enrich the AGR 2025 with evidence-based insights on natural resources’ governance, particularly in the areas of Land Resources’ Governance. Through these consultations, the mission achieved its objective of developing a preliminary report on Uganda Land Resources which captures the national perspectives and best practices on land governance as well as articulates key recommendations for improving land governance in the country.
The Uganda Land Resources final report will be validated by the government in December 2024 before being submitted for consideration by the APR Forum of Heads of State and Government and subsequently adopted by the AU Assembly in February 2025.
