Midrand – 15 September 2025 – The African Peer Review Mechanism (APRM) Continental Secretariat has successfully concluded a three-day technical training workshop on the popularisation of the revised Country Self-Assessment Questionnaire and Methodology. Held from 10 to 12 September in Monrovia,Liberia, the workshop convened a broad range of stakeholders from government institutions and civil society to academia, youth representatives, think tanks, persons with disabilities, development partners, and key ministries. The training aimed to build national capacity in preparation for Liberia’s second-generation Country Review.
The workshop featured a series of practical sessions that covered key areas such as adapting the questionnaire to the national context, using electronic data collection tools, applying post-field methodology, and reflecting on lessons learned from peer countries, particularly from Ghana and Nigeria. These sessions equipped participants with the technical knowledge and tools required to ensure the upcoming review is inclusive, evidence-based, and nationally owned.
Dr. Alaric K. Tokpa, Chairperson of Liberia’s National Governing Council, described the Council’s recent reconstitution as a pivotal step toward revitalising Liberia’s engagement with the APRM after a period of dormancy. He noted that its inclusive composition of key stakeholders will strengthen national ownership and drive accountable, transformative reforms. He reaffirmed the APRM’s role as a practical instrument for addressing governance challenges and enhancing continental solidarity.
Delivering remarks on behalf of the APRM CEO, Ambassador Marie-Antoinette Rose-Quatre, Mr. Hughes Manzila emphasised that the training was not just a technical exercise but a critical step toward strengthening governance systems in Liberia. He noted that by building national capacity and promoting the revised questionnaire, the country is positioning itself for a comprehensive and credible second-generation review aligned with continental and global development goals, including the African Union’s Agenda 2063 and the UN Sustainable Development Goals.
Also speaking at the event, the World Bank Country Manager in Liberia, Hon. Georgia Wallen, commended the government’s commitment to inclusive development. She highlighted that the workshop supports the implementation of the ARREST Agenda by building institutional capacity that will extend beyond the review itself and advance a culture of shared accountability across sectors.
In the lead-up to the workshop, the APRM delegation paid a courtesy visit to Hon. Augustine Kpehe Ngafuan, Liberia’s Minister of Finance and Development Planning and APRM Focal Point. Their discussions reaffirmed the strong partnership between the APRM Secretariat and the Government of Liberia and highlighted their joint commitment to advancing the country’s second-generation review.
The successful conclusion of the workshop reflects the government’s dedication to embedding integrity, transparency, and reform across governance structures. The APRM Secretariat reiterated its continued support for Liberia as the country moves forward with its second-generation Country Review.
