The APRM Shares Mineral Resource Governance Insights

Johannesburg, 29 October 2025 — The African Peer Review Mechanism (APRM) participated in a webinar hosted by Greenpeace Africa titled “Critical Minerals in Africa: Dismantling Neoliberal Extractivism for Sustainable Development.” The session explored current models of mineral resource extraction, their social and environmental implications, and strategies for enhancing value addition and beneficiation for African communities.

During the session, Ms. Karabo Chadzingwa-Mochebelele, Researcher and Coordinator for Natural Resource Governance at the APRM, presented key findings and recommendations from the Africa Governance Report (AGR) 2025, which focuses on natural resource governance on the continent.

The AGR 2025 highlights several priority recommendations for improving governance and sustainable management of Africa’s mineral wealth, including:

  • Strengthening public governance institutions;
  • Optimising value realisation through the development of skilled human capital for mining and related industries;
  • Standardising and harmonising regional policies and legislative frameworks;
  • Enhancing negotiation capacities and concession processes;
  • Redefining energy transitions in line with Africa’s unique developmental context; and
  • Investing in geological and mineral information systems, data, and resource classification and reporting mechanisms.

In her intervention, Ms. Chadzingwa-Mochebelele emphasised how African countries can leverage the APRM process as a tool to strengthen mineral resource governance. She underscored the importance of inclusive engagement with all stakeholders, including government institutions, the private sector, academia, think tanks, media, and civil society, to promote the effective dissemination and implementation of APRM recommendations at the national level.
