Victoria – 14 May 2026 – The African Peer Review Mechanism (APRM) Targeted Review Mission to the Republic of Seychelles has successfully concluded nationwide consultations on the country’s National Education System, following ten days of engagement with stakeholders across the islands of Mahé and Praslin.
Led by H.E. Prof. Olive Mugenda, Chairperson of the APRM Panel of Eminent Persons and Lead Panellist for Seychelles, the mission engaged a broad cross-section of actors within the education sector and wider society, including officials from the Ministry of Education and Human Resources’ Development, Members of the National Assembly, school governing bodies, development partners, private sector representatives, civil society organisations, academics, teachers, parents and students. The consultations formed part of the targeted review process to assess Seychelles’ education sector, with particular attention to policy implementation, institutional effectiveness, equity in access to education, and the system's preparedness to respond to evolving national and global demands.
As part of the review mission, the APRM delegation conducted site visits to schools on both Mahé and Praslin, allowing the team to directly observe classroom environments, digital learning facilities, school infrastructure, and a range of initiatives aimed at improving educational delivery and modernising access to learning opportunities. The visits also provided an opportunity for candid exchanges with educators and learners on the practical realities facing schools and communities.
Throughout the mission, stakeholders demonstrated strong interest in the review process and engaged openly with the APRM delegation.
The Review Team conducted several Focus Group Discussions and Key Informant Interviews with more than 100 participants from various sectors of society. The mission also administered a nationwide online teacher survey, which drew participation from more than one-third of the country’s teaching workforce, providing valuable insights into educators' experiences and perspectives across Seychelles.
While acknowledging Seychelles’ longstanding investment in education and the country’s notable social development gains, the APRM identified several issues requiring sustained policy attention, including system coordination, evolving social pressures and the long-term adaptability of the education system. These findings, together with recommendations emerging from consultations, will be reflected in the forthcoming Targeted Review Report.
During a debriefing session held with Honourable David Pierre, Minister of Education and Human Resource Development, H.E. Prof. Olive Mugenda conveyed appreciation to the Government of Seychelles and H.E. President Dr. Patrick Herminie for the confidence extended to the APRM and the openness with which national stakeholders participated in the
review process. She noted that the mission had benefited greatly from the constructive spirit demonstrated throughout the consultations.
The Mission further confirmed that a zero-draft report on the Seychelles National Education System would be submitted to the APR Panel of Eminent Persons for review and validation before transmission to the Government of Seychelles for comments, in line with APRM procedures. The final report is expected to inform the development of a National Plan of Action, which will guide the implementation of agreed reforms and support the continued strengthening of Seychelles’ education sector in the years ahead.
